Mr Nguyễn Văn Hồi, Deputy Minister of Home Affairs, and Ms Lê Thị Hằng, Deputy Director General of the Department of Vocational and Continuing Education, Ministry of Education and Training (MOET), attended and delivered guidance speeches at the Congress.
In his opening speech, Dr. Phan Sỹ Nghĩa, President of the Viet Nam Association for Vocational Education, Training and Social Work (VAVET&SOW), affirmed that the 2020–2025 term had been a turning point for the Association, marked most notably by the change of the organisation's name. This repositioning of the brand is not merely a change of name but a strong commitment to placing vocational education at the core of the Association's work.
On the orientations and tasks for the 4th term (2025–2030), Dr. Phan Sỹ Nghĩa stressed: "The Association aims to become a solid strategic bridge between the State, schools and enterprises, focusing on standardising training and digital transformation in order to supply high-quality human resources in the new context."
In his guidance speech at the Congress, Dr. Nguyễn Văn Hồi, Deputy Minister of Home Affairs, acknowledged and highly appreciated the Association's contribution to maintaining a diverse and rich network of vocational education with various training levels, meeting human resource needs in many occupations, including social work and health care in hospitals, which are very large. In the coming period, the Deputy Minister expects the Association to have practical and effective action programmes, continually improve the quality of its work, help schools raise the quality of vocational education, attract and develop members in a professional and systematic way, strengthen international cooperation and build an open association, and to choose wisely an Executive Committee able to lead the Association's activities effectively in the time ahead.
After half a day of intensive and serious work in a spirit of democracy, responsibility and solidarity, the Congress completed its entire agenda. The Congress voted to adopt the following:
- A review and evaluation of the Association's activities during its 3rd term (2020–2025), highlighting outstanding achievements while frankly acknowledging shortcomings to be addressed.
- Discussion and agreement on the orientations, objectives and tasks for the 4th term (2025–2030), in line with the requirement for fundamental and comprehensive reform of vocational education in the spirit of the amended Law on Vocational Education, the Party's resolutions and the State's policies.
- Amendments to the Association's Charter, including renaming the Viet Nam Association for Vocational Education, Training and Social Work as the Viet Nam Association for Vocational Education and Training (VAVET).
The Congress received the unanimous agreement of the delegates.
- The election of the Association's Executive Committee, comprising 68 members, to take on the responsibility of leading the implementation of the political tasks of the 4th term (2025–2030). At its first plenary session, the Executive Committee elected the Standing Committee, the President, seven Vice Presidents and the Secretary General of the Association for the 4th term (2025–2030). The Association's new leadership reflects continuity and a smooth transition between generations of leaders.
This Congress of Delegates not only concluded a programme of responsible work but also opened a new journey for our Association. The decisions, orientations and consensus reached at the Congress are a testament to collective wisdom and to the aspiration for innovation and development of the entire vocational education sector of Viet Nam.
Prof. Dr. Bùi Văn Ga, former Deputy Minister of Education and Training, was elected President of the Association.
On behalf of the Executive Committee, Prof. Dr. Bùi Văn Ga, the newly elected President of the Association, said: "The Executive Committee for the 4th term is deeply aware that its immediate responsibility is not only to manage the Association's activities, but also to help build a modern, humane and internationally integrated vocational education system, where every learner has the opportunity to develop their competences, assert their own worth and contribute to the prosperity of the country, helping to bring the country into the nation's new era.
We enter the new term confident that, through solidarity, creativity and responsibility, the Association will further strengthen its role in providing critical review of and contributing to TVET policies and legislation; and will become a solid bridge between schools, enterprises and society, promoting international cooperation, applying new technologies and building a body of teachers and managers with both dedication and vision. That is the path by which vocational education can truly become a driving force for socio-economic development and enhance national competitiveness."
"In the spirit of 'Connect – Innovate – Develop', the new Executive Committee pledges to do its utmost, connecting with all members and with domestic and international partners, to bring about a new stage of development for the Association, contributing actively to the development of vocational education, improving the quality of human resources and meeting the country's requirements for sustainable development," Prof. Dr. Bùi Văn Ga said.
In addition to Prof. Dr. Bùi Văn Ga, former Deputy Minister of Education and Training, President of the Association, and Dr. Phan Sỹ Nghĩa, Standing Vice President and Secretary General, the leadership of the Viet Nam Association for Vocational Education and Training for the 2025–2030 term includes the following Vice Presidents: Prof. Dr. Mạc Văn Tiến; MSc. Trần Thị Thúy Nga; Meritorious Teacher MSc. Lâm Văn Quản; Dr. Nguyễn Hải Hữu, former Director General of the Department of Children (MOLISA); Mr Tô Xuân Giao; and Ms Lê Thị Hằng, Deputy Director General of the Department of Vocational and Continuing Education (Ministry of Education and Training).
